    Measure 37 claims In 2004, Oregon voters passed Measure 37, which was advertised as an effort to protect the rights of individuals who wanted to build a few houses on their land, if the law allowed them to do so when they purchased the property. The measure resulted in 7,500 claims for development (including subdivisions, mines and strip malls) covering over 750,000 acres, much of that protected forest and farmland. On Sauvie Island, Measure 37 claims covered more than 750 acres of farmland, and significant waterfront development along the channel. In 2007, Measure 49 was placed on the ballot to amend Measure 37. Under the new law, landowners would be allowed to build one to 10 houses under various scenarios, while prohibiting larger subdivisions and commercial and industrial development. April 5, 2007. Island-wide meeting held to discuss Measure 37 and island claims. November 6, 2007. Oregon voters approve Measure 49 by a margin of 61-39. The new law went into effect December 6, 2007.
