T3-06-005 – Rocky Pointe marina – NOTICE OF PUBLIC HEARING

Hearing to be held July 9, 2010 at 1pm in Rm 103 at the Land Use Planning Division office located at 1600 SE 190th Ave Portland OR 97233.

Applicant request approval of a Conditional use Community Service Permit, Willamette River Greenway Permit, Design Review, and Exception for Off-Street Parking for expansion of a marina known as Rocky Pointe Marina in the MUA-20 Zone District, and the Willamette River Greenway and Flood Hazard Overly Zone Districts.

Applicant seeks approval for several temporary storage containers, sheds and trailers that are used in the boat yard and part of a paved area at the north end of the property; a cement building is proposed to be removed. A community room will be placed downstream adjacent to the office.  The marina is expected to conclude with a total of 63 interchangeable house boats or boat houses (23 additional); 160 boat slips (10 additional) and 166 parking spaces (0 additional) along with the existing 7 boathouses.  Improvements include extending the existing up stream dock and additional 500 feet+/- to accommodate the 23 additional floating homes and the 10 additional boat slips.  A picnic area is proposed and will have a small 12′x16′ cover.  The evaporation pond is pr0posed to have a 3-4 foot high retaining wall.

Notice of pre-application meeting for PA 10-001 to establish Wapato Access as a public park

A pre-application meeting will be held to discuss requirements for allowing Oregon Stae Parks and Recreation Department to establish a public park in the Exclusive Farm Use Zone-Conditional Use on properties known as Wapato Access and the installation of a new composting restroom located near Headley’s Landing.

Notice of pre-application meeting for PA 10-004 alterations to Reeder Beach RV Park

Notice of Remand Proceeding for T3-07-004 Reeder Beach RV Park

The Land Use Board of Appeal ordered Multnomah County to reconsider part of its nonconforming use determination regarding the application to expand Reeder Beach RV Park. The county is conducting such reconsideration through this remand proceeding.

Summary: Request to allow under Mult. CO. Code and existing second story deck attached to an existing ag building as a structure accessory to the farm use in the EFU to be used as an observation deck in relationship to cutting horses training farm operation.
Decision: This decision affirms that an observation deck in relationship to a cutting horse training farm operation qualifies as an allowed use under Mult. Co. Code- if the farm is an commercial agricultural enterprise and the deck is adjacent to an arena and has an unobstructed view of the arena.
However, this decision does not approve the request to allow the existing deck on the subject property attached to the existing agricultural farm building under Mult. Co. Code. The request to allow the existing deck as an agricultural farm building is denied.
