Applicant request approval of a Conditional use Community Service Permit, Willamette River Greenway Permit, Design Review, and Exception for Off-Street Parking for expansion of a marina known as Rocky Pointe Marina in the MUA-20 Zone District, and the Willamette River Greenway and Flood Hazard Overly Zone Districts.

Applicant seeks approval for several temporary storage containers, sheds and trailers that are used in the boat yard and part of a paved area at the north end of the property; a cement building is proposed to be removed. A community room will be placed downstream adjacent to the office.  The marina is expected to conclude with a total of 63 interchangeable house boats or boat houses (23 additional); 160 boat slips (10 additional) and 166 parking spaces (0 additional) along with the existing 7 boathouses.  Improvements include extending the existing up stream dock and additional 500 feet+/- to accommodate the 23 additional floating homes and the 10 additional boat slips.  A picnic area is proposed and will have a small 12′x16′ cover.  The evaporation pond is pr0posed to have a 3-4 foot high retaining wall.

Events will begin at 6:30 a.m. at the Pumpkin Patch. Route runs clockwise on Gillihan Road; turns right onto Sauvie Island Road and continues to the end, reversing direction back to Reeder Road; turns right onto Reeder Road; then turns right onto Charlton Road. They continue up Charlton Road to just beyond the Grange Hall, then reverse direction and continue up Reeder Road. They turn right onto Gillihan Road and continue to the Pumpkin Patch. The runners and walkers will always be in the right-hand lane, staying as near the outside white line as they can.

• Half Marathon for runners -will begin at 6:45 a.m. at the Pumpkin Patch. The route runs clockwise on Gillihan, turning into Sauvie Island Road and then continuing as far as the Fire Station. Runners reverse direction at the Fire Station and turn left onto Reeder Road, continuing up to intersection with Gillihan Road, where they turn right and go on to the Pumpkin Patch.
•  Half Marathon for walkers – will begin at 6:47 a.m. at the Pumpkin Patch and will follow the route described above for the Half Marathon runners.
•  5K run/walk -will begin at 6:55 a.m. at the Pumpkin Patch and will run counter-clockwise to Columbia Farms; they will then reverse direction and return to the Pumpkin Patch.
•  Parking -for the event will be in two lots at the Pumpkin Patch, one on each side of the road. A shuttle service will be initiated this year, with participants getting on the bus at Esco and being driven directly to the Pumpkin Patch.
•  The Full Marathon – is being capped at 1000 participants this year, but it is likely that there will be no more than 650 runners.
•  The Half Marathon and 5K run/walk are being capped at 3200 total participants for both. Last year’s full participation was 2400, so there is the potential for 800 more runners and walkers this year.
• There will be 7 aid stations, an increase of one from last year. The locations are: the fruit stand near the Cracker Barrel store on Sauvie Island Road; the gravel turnout at MP1 on Reeder Road; at the white and green barn between MP2 and MP3 on Reeder Road; at the intersection of Reeder Road and Gillihan Road; on Gillihan Road between MP5 and MP4; and on Gillihan Road between MP4 and MP3.
• There will be 50 Porta-potties – at the Pumpkin Patch and 20 additional Porta-potties distributed among 7 aid stations. There will be trash receptacles at all aid stations.
